The only way to get inside the Atelia Refinery is by energy. There may be some passages inside Atelia Fortress but I was unable to find out.
Fortunately, Devianne used her skills to create a teleport device that takes you inside the Atelia Refinery. Please speak to Devianne about getting inside.
