You're eligible if your level is 38 or above.
Human Fighters: Warrior Guild Human Mages: Einhasad Temple
Elven Fighters: Warrior Guild Elven Mystics: Einhasad Temple
Dark Elf: Dark Elf Guild
Orc: Orc Guild
Kamael: Kamael Guild
Dwarf: Blacksmith's Workshop
