Go to the Town of Rune, the capital of Elmore. Grandmaster Siegmund of the Warrior Guild will know Kain.
When you see Kain, show him this. It's Queen Navari's Mark. Queen Navari gave the same Mark to Kain, in case he ever needed help from an Ertheia. Show him the Mark and ask about the Prophecy Machine.
